Well actually Spider-Man is genetically engineered not a mutant. Mutant means your genes mutated on their own. Peters genes were changed from an outside source

Your genes can be mutated by an outside source - they don't have to mutate on their own. Mutate just means "changed from its natural form". Genetic engineering, though, it's a very specific action - someone would have had to specifically take Peter's DNA and actively alter it. The spider was genetically engineered, but Peter experienced genetic mutation from a freak accident - thus, he would more accurately be considered a mutant, even if he wasn't born a mutant in the X-Men way. Same with the Hulk.
