Why wouldn't they? They may not be able to picture it quite the same way, but they would certainly be able to feel their own head, know how long their hair is, know what hairstyles they might want to do with it, etc. They can certainly know what haircut they want.

They're actual pretty good at "seeing" by touch. Even if someone isn't, a buzz cut is pretty easy to figure out.
