You took a general truth when it comes to Problem and Solving and shoved in "crime" into it.

Crime is caused by three main problems:
I. Sadistic people, there is mental illness.
II. Ignorance and obliviousness, white privilege for example.
III. Desperation
I think we can solve II and III through training, not sure about mentally ill people who can hide their illness. Overall, I agree.
