Obviously it depends on the situation, but in many -- including your example, provided you aren't *actually* just being unsupportive of a friend going through legitimate hardship -- this is popular opinion.

Agreed. This is called asserting one's boundaries. It's okay to tell people excessive complaining is annoying and that they don't have a right to yell at you.
