If he's such a strong wizard, then why didn't he fight properly against Orks and such?
He wasn't allowed to, Manwë only gave him the mission to inspire the free peoples to fight against Sauron - ever since the War of Wrath in the first age the Ainur were more or less forbidden from directly intervening in the affairs of Middle Earth. He did kill the Balrog though (another Maia) because it wasn't supposed to still exist in Middle Earth.
Pretty much, the same goes for Saruman and the other wizards - but Saruman was obviously corrupted (he was a Maia of Aulë, same as Sauron which may be why). That is why Gandalf was sent back even though he died once, whereas Saruman is blown away to the east after he dies (shown in the book but not in the film) forever to walk as an impotent spirit unable to interact with the physical world.
I mean, Dumbledore is alright...I guess. But yeah call me back after Dumbledore beats a deamon of smoke and flame older that the world, while in full free fall. Also sword, very underated. Even wizards are weak to sword.
Well Gandalf isn't using his full power bcz if he does, he might turn evil. More power usage means greater tendency to become evil. He can hypothetically create armies like Saruman and Sauron if he gave in to meddling.
He nearly rivaled sauron in power. He's bascally an angel in tolkiens universe. There's nothing a frail old man could do against him. Didn't dumblemore get killed by a nerd that got bullied by a bigger nerd?
Guy fought an ancient demon for ten days and destroyed a mountain in the process, but sure, he'd lose to the guy who made a big water ball.

Would Gandalf have the same restrictions that he has while in middle earth, or would he have access to his povers with no restrictions?
In the latter case, I highly doubt Dumbledore could do anything.
The problem is, Gandalf is a wizard between regular people and elves etc.
Dumbledore is a good wizard in a world of witches and wizards.
Dumbledore is more like a wise guy living in a universe where everyone does magic.
