Technically yes it is it's just like taking someone's spot that they're just about to claim in a parking lot. It's an asshole move but still legal

it will be like destroying someones sand castle on the beach, the sand is not their's, but the effort is.
and so for the groceries cart, they put effort into collecting them in one cart.

I believe there's an episode of "Impractical Jokers" where they see how many items they can take from someone's shopping cart without getting noticed xD
