I think there's a fair amount who don't, but unfortunately most mainstream comedy has become this. Especially when comedians get an ego and think they're too good to deal with normal people problems.

Laughter comes from pain, and that doesn't have to be from something huge, that can be a small annoyance. Where things go wrong is where the comedy is found and it's cathartic to laugh about those things.
Stand up comedy is all about story telling. The complaint narrative style is very popular among televised stand up routines, but there's so much more out there.
Most comedy actually has the formula of cause and effect, the effect often times being misery. One of the oldest forms of filmed comedy is Slapstick which literally follows that formula of cause (Jerry hits Tom with an Iron skillet) and effect (Tom let's out an excruciating scream of pain). People tend to laugh at misery and that in itself is at the core of stand up comedy. Its often the comedian talks about a, sometimes relatable, sometimes less so, life issue they or others have and they phrase it in such a way that people tend to find it comedic. Either the issue at hand, the solution or just simply the story itself is seen as comedic and that makes people laugh.
Yeah, sure. Generally speaking, observational comedy relies heavily on making fun of human behavior as a whole, and ranting about it is a very effective way to make the jokes land easier, cause it makes them more relatable I guess. But not all comedians are like that, obviously.
But on the other side of the spectrum, I really dislike clean comedy. It bores me.
Yeah I don't even think he curses to the best of my memory. It's his cadence, his ability to make fun of himself, and the ability to show the silliness in how seriously some people take everyday life that makes it so relatable.
Most of them do just complain. But they complain in a way that resonates with audiences and makes them laugh. It may appear easy, but it's not. Go ahead and go to open mic night and try to "just complain" and you'll be booed off stage within minutes.

I'm from a place that had less than 20k and some bars still had comedy nights. 50k is way more than enough
By definition, most people haven't. The majority of human beings live close to or in a bit city.
Gotta agree with the other guy, the local ____ is usually in either places relying on tourism or major metro areas.
A lot of places are too small and/or broke to kind of support that scene. Maybe one bar will have a comedy night but idk, its kind of like live music.

I don't think that style of comedy is bad, I think it's just bad when it's not relatable or clever in it's execution.

They are comedians, they get paid to make jokes. The politicians are the ones who get paid to solve the problems.
