What makes you think that? What criteria should we meet as being 'mature' by a certain age? I'm 41, have a full time job and a 16 year old kid but I don't 'feel' 41. It's life experiences (mostly the crappy ones) that help us build and mature into adults. I do not think adulting comes at any specific age.

If "most" are maturing slower than their physical age why not reframe it as some are maturing too quick for their physical age.
