You misunderstood the meaning entirely. It is only applicable in some situations, for example when 2 people have consensual sex and the girl becomes pregnant. Or a long , drawn out fight with either words or fists. If only one person is shouting and saying bad/hurtful things or beating the other one, it isn't a fight.

"It takes two to tango" is an invitation not to engage with someone else in conflict. Regardless of right or wrong.
