I believe this has to do with reaction time and anxiety more than malevolent behavior. If they noticed the reason that they would insult them getting ready to happen then the horn could be used to remind each surrounding driver to drive properly

Depends on the place. It got real confused getting honked at in Japan because they use it to say "thank you".
