Seems to work fine for me. Maybe I'm just misunderstanding you, but I have three displays and have no clue what you're talking about

Technically it seems like app developers don't interact well with Windows APIs, BUT this is a design decision made by MS that doesn't exist on Mac.

Here's an example:
Connect an external display and position it in settings. Open an app for the first time, move it's window to the external display, and close it. Then, change the position of the external display in settings. Open the app again. If the app is implemented "well" it will appear on your first display, otherwise it remembered the old coordinates and your app is off screen.

But... It can... Very well, in fact.

Maybe you need better hardware.
