out of sight, out of mind most of the time people are using hand sanitizer because a sink is not practical. washing your hands all day will also damage sensitive skin

Using hand sanitizer all day can similarly damage sensitive skin. So it's more a case of "Do whatever works best for you."

In healthcare they say you can use it up to three times, then recommend it's time to use soap and water. You're not wrong, it does have a weird buildup and you need to wash it. However, there's not always a sink to wash your hands, so we are cognizant of that fact (I hope!)

Ha. I use it like waterless-soap. Then my hands feel sticky and I need to rinse them in water.

Except washing your hands also don't get rid of all the germs, so your scary numbers don't really mean anything. Don't get me wrong; I prefer washing my hands. Using hand sanitizer makes my hands all dry and chalky. But germs isn't a reason for doing one over the other.
