It's not that girls are meaner, it's that mean girls are mean in a particular way. I used to be an aide at a school, and I'd see this especially with little kids. Six year boy A would like hit boy B in the arm, B would start crying, and when you'd ask A why he did it he'd literally be unable to tell you. Then you'd have him apologize and they'd be playing together like 30 seconds later, until they got too rough, or started shouting at each other or whatever.
The "mean girl" behavior would be on a different level. They'd be like "we don't think you should play here with our leaves. Why don't you go over there and play with those leaves?"
Not that boys can't be mean in the same way, because they absolutely can. And male bullying is often a lot worse because it's way more crass and violent. It's just generally, uhh, less sophisticated I guess?

Nobody is saying boys can't be mean or bullies.
The mean girl stereotype is about the way girls operate to get back at someone or bully someone.
Many of them do it through deceptive, psychological, and social ways as opposed to physical.

In my experience, young women and men can be equally mean, just in different ways. The way in which women are socialised to express dislike is more often seen as 'meanness' or whatever, but for guys it's more often just violence or outright slurs or whatever.

Is it just me or are mean girls much more intimidating and just down right crueler than mean boys. Especially when I was in middle-school. I would rather make a fool of myself in-front of other guys, they will laugh for a few seconds in that moment and brush it off. Girls are just have this more egotistical and less humble vibe about them. They hurt you mentally and emotionally. Guys, just kick your ass most time and call it a day.

Boys can absolutely be guilty of social bullying. I think in general boys tend to be more physical and physical bullying is super easy to prove and deal with. But social bullying? Spreading rumors? Ostracism? Very difficult to detect and enforce. I think girls tend to engage in this kind of bullying more, but it's not to say that boys don't.
I've also noticed that while boys do engage in social bullying they are rarely the ringleader. It's almost always a girl pulling the strings.
