yes, that's the idea. Depending on what you emphasise, you can either end up with an optimistic or a pessimistic view.

Overanalysing the phrase isn't deep or insightful, it just means you're missing the point. And trust me when I say that it looks quite dumb. You're not demonstrating any kind of understanding, you only show that you don't understand how expressions work.
