It's not correct and people should know the correct spelling and grammar for professional projects and communication.
However, people learn through hearing others. Spelling phonetically shouldn't be mocked like it is, especially if the person is from a known educational desert or don't speak English as a first language.

That might be true now, but maybe future English speakers will say "-of" instead of "-‘ve" on purpose. I'm sure a better person might be able to name examples of this kind of thing happening.
