I work as a delivery driver for Domino's so I do.
When talking about something more traditional such as a restaurant when would you have to truly whisper? A lowered voice is not whispering.
The reason I said school is because I remember the moments where the class had to be silent but you still wanted to talk to someone and that's when you whispered

Theaters, art galleries, recording studios, hospitals, churches, libraries, funerals, museums, bedrooms, nurseries, nursing homes, cinemas, work, doctors' offices, avalanche fields . . .
There are all kinds of places you need to whisper.
