This is because when you annoy someone, you frequently get a reaction and get attention from them. People want attention and reactions, they don't necessarily find the annoyance aspect to be funny. It's simply a means to an end.

This is a failing to grow up. Sometimes you tease a partner, or a child, but the hope is that they will smile and laugh. If they respond poorly and you keep doing it, you are a child.

I know it's common, but I'm one of the few who really don't like it. I don't find other people's suffering funny. Never was a fan of Jackass or any kind of comedy like that. I guess when you're the little brother growing up, and you get picked on a lot, you can tend not to want to see others with the feelings.
