i mean it's based on eastern european pagan traditions, so definitely not the same, though there are definitely similarities! lights aren't actually that important on halloween, it's all about the costumes and candy, aka trick or treating (and also getting drunk for many people)

I always assumed Halloween came from All Souls Day and a tribute to remembering or loving those lost. Where the dressing up like scary things came from I never really understood despite what I have read others believe.
