In theory it makes sense and might even be reasonable but I don't think many people would be cool with the idea of essentially being forced by the government to "prove" that their child is in fact theirs. I think paternity tests should be normalized in the sense that maybe the doctors would give you the option by default so you don't have to go out of your way to get one. Or maybe even have it so we do it automatically and have someone be able to opt out if they'd like, but I don't like the idea of it being mandatory or forced on people, it just feels too invasive for the government to mandate it.

And how exactly do you plan to prove the creepy uncle was the father without testing him, which he wouldn't do because it would prove him guilty? Comparing the baby's DNA to a creepy country wide DNA base? I bet you wouldn't like that
