There are conditions where people have too few chromosomes like Turner syndrome. You are probably thinking of Down syndrome where someone has an extra or repeated chromosome. I think it's debatable which is more common. It's not cut and dry, most people have 46, some people have more therefore...

I didn't want to accept it, but OP is right. If there are 100 people and 99 of them have one tongue, but one of them has two tongues for some reason, the 99 are below average since the average is 1.01 tongues per person.

Except if there are 100 people, 98 of them have 23 pairs of chromosomes and 1 has 22 and 1 has 24 and the average is still 23.

That would be true if that were the case, but as OP mentioned, it is more common to have more than the standard number chromosomes than it is to have less. I don't like it any more than you do, but OPs wording is still technically true.

Except that unlike legs, where it is far more likely to be missing a leg than have an extra one; it's about equally likely to be missing a chromosome as to have an extra one. So no, the majority of people do not have below average number of chromosomes.
