Lore, palpatine intentionally made it so. Can't have the apprentice be too powerful Anakin was also super depressed at this point so it wasn't a priority to make his suit be comfortable

By making the suit as uncomfortable as possible it fuels Vader's hate and makes him more powerful. Palpatine did make the suit weak to force lightning though to prevent Vader from rebelling against him

You don't need nerve endings to get an itch. People have felt phantom itches as well as pain in amputated body parts, and Darthy definitely has some of those
