OP what planet are you from? Passports are required to travel between countries, not be a citizen of one.

That is really, really not a universal agreement. In lots of countries - possibly a majority of them, once you get out of the western world - a majority of citizens don't have a passport. They don't need one, they don't travel that often and it's not worth updating every 10 years. Even in the west, lots of people don't have passports. Are you suggesting they aren't citizens? And plenty of insane Americans (I feel like it can't only be Americans, but I've never witnessed it from anyone else) insist that they are x nationality despite having no connection except their grandparents once lived there, so not only do they not have a passport, neither did their parents and their grandparents. So yeah. Not sure what point you're after but you may need to be clearer.

Passports aren't required to be a citizen. They're just generally accepted as proof of being a citizen of a place. In my state alone [because remember the word dis a big place] a person might have A Driver's License A non-Driver ID Passport Or any combination of the three. . .Or several other types of "less common to carry around" types of ID.
