I couldn't think of any reason for a child to be disruptive and after reading i still don't. In case of bullying, it is better for the victim to report it to a parent or teacher and also learn how to handle it while the bully should be handled by theor parents or teachers and also adjust their behavior.

while the bully should be handled by theor parents or teachers Should - you said it yourself. But this isn't always happening, making a scene can gain attention that not all bullies want. Mine tried to completely go under the radar of teachers and even when I reported it "they didn't see anything so it didn't happen". Making them aware of it while it was happening could have helped my case.

being disruptive IS handling it people are selfish, if someone is being bullied, they will just be "well its not my problem" if you make it their problem when you get bullied, they step up and help you its sad, but it works, its the same principle as shouting "fire" if someone is attacking you, people are more likely to come running to help, and once they are there, looking at you, they feel more obliged to step in and help
