No, not at all. Answering with a lie is providing misinformation. I'd rather you not answer at all because the misinformation can mislead and waste someone's time.

You answer truthfully = you give information You answer dishonestly = you give information You decline to answer = you give no information (right or wrong) If I ask you a question and you do not answer, you have given me nothing. I cannot draw any conclusion from nothing. Nothing is a void. This is not lying, but it may be morally wrong under certain circumstances.

No. A lie provides information that will lead you to a wrong choice or decision. The truth provides information that can lead you to a good choice or decision. No answer leaves you with no more information than you had before. That's different from a lie, and it's an important distinction. No-one is obliged to answer a question, just because it was asked. (Also, if you ask a question of a dead person and they don't answer, did they lie to you?)

That's mathematically incorrect. Because then you are suggesting that any answer is true. In this situation true is +1, false is -1, and no answer is 0. In your version an answer wether true of false is +1, and no answer is -1. This is just incorrect.
