I do if it's really cold. Although my guess for a reason why is because it's a lot less convenient to take off extra pants than a jacket once you get inside

If your core gets cold the body will slow blood flow to your extremities and prioritizes blood flow to the core to keep you alive. Keep your core warm and your extremities will receive more warming blood.

Never been in an area above the artic circle? Wool tights are a thing, and the trick is to use a winter coat that goes to your knees. I rock my sneakers wool socks, legg warmers and a long thick coat.

Legs are, by comparison, the largest body part. It's why someone with a nearly nonexistent bench press can move body weight with their legs. You have much more blood flowing through your legs vs arms at any given time.

Hailing from the northern Midwest, 2-3 layers of comfy pants, wool socks and a warm hat are my first line of defense in colder weather. Then I work my way to the torso. Gotta protect the extremities, first and foremost!
