Seriously, in my day, there were two camps: If you had a steady bf/gf, it was just assumed you would go to prom together. No need to do like a mini marriage proposal over it. "Hey, how do you feel about prom? Should we plan to go" If you were asking someone who was less of a sure thing, the last thing you wanted to do was to create a big fanfare in asking. Your main hope was a "yes", but in the back of your mind, you hope that no one else witnesses the rejection if they say no.

However maybe consider shifting your view to "I don't like doing this thing. I personally don't understand why they enjoy that thing, but that's okay. It's fun for them. You're forgetting that they're kids. They're all in highschool. No one has really done anything crazy special for any one kid in particular, or treated them super special except for family, and parents. Besides birthdays, romantically, this is a first for anyone to think of a way to make one particular person feel extremely special. So I think it's cute they go out of their way to be extravagant.

In my experience the people doing this have usually discussed everything behind the scenes. The only question is when and how. Putting people on the spot never works out. Of course, that's not everybody. I also know people for whom it really was just a quick yes or no question because they preferred to emphasize other aspects of their friendship or relationship.

Maybe for kids it is important to make a big deal of things because for at least a year (or more) they lost out on special events for school. While I think some of these things may be ridiculous, they also missed out on school dances, sporting events, and other social activities. I personally think they deserve it.
