Not specifically, WE consider it high school because we live in this era. They would have said they're a mature society and Mesopotamia peaked in high school. Sometime in the future, 10k years from now, there'll be someone smoking some space-pot in his house in the Empire of United Indonesia or something talking about how "The United States of America peaked in high school". It's only high school because you see us as adults, but we don't KNOW in which era of humanity we're in. It could all end in a month and this be the twilight years of humanity, or it could continue for another 100 million years, and any time before we leave the earth just be considered childhood.
