The delivery can make anything sound hilarious, or really stupid. Although actors can always restart if their delivery sucks.

Not true. I can crack a joke and no one will even pretend to laugh. Five minutes later, my friend will crack the same joke and everyone will be rolling on the ground in hysterics.
The point: Some people are just naturally funnier than others.

Yeah, I disagree, while the people that write the scripts may be wittier, they probably don't have the comedic timing and effect to pull off comedy.

It's how the actor pulls it off, and how they protray the character saying the funny line. I can type "B-E-A-utiful" and it's not funny. But in context and with Jim Carrey saying it, it's hilarious.
