Also even if this wasn't the case and they were just watching your usage and placing a flat charge on your rent so the number is the same every month. Then you would get that bill at the end of the year for how much you still owe.

I live in a ABI household and the rent is the same amount every month and just has efficient bulbs/plugs. It's pretty easy to manage tbh. Also most student housing has all bills included (in the uk at least tho I'm not a student)so it's not impossible I realise I phrased "change the rent" poorly. I meant increase the rent and keep that number not alter every month
