They're not speaking English, they're speaking "gorilla", it's just translated for us as the audience, so we can also understand what is being said. Tarzan is speaking to the gorillas in gorilla because he was raised to believe he was a gorilla, and obviously learned how to communicate with them, and the gorillas are speaking to each other in gorilla as well Tarzan has to be taught English by Jane, but he doesn't forget how to speak gorilla. The gorillas never speak to the other humans at all. They're not hiding some secret ability to speak english

Keep in mind that Tarzan, like Robin Hood, King Arthur, Superman, Spider-Man etc has been reimagined and rebooted many times in many media. In the original stories, Tarzan learned to read and write English from books and his parents abandoned cabin in the jungle. He encountered Jane before he could speak English. He then learned to speak English from a Frenchman. The first time he can have a full-blown conversation conversation with Jane in fluent English is in, of all places, Wisconsin. This differs from even the very first movie version of Tarzan. There have been numerous serials, comic books, films, radio shows, TV shows since then. I'm not even 100% sure that the story remains consistent within Burrough's own writing. He did some prologue-y stuff later about adolescent Tarzan and I don't recall the details enough to know if there are any internal contradictions.
