I think he's talking about the, "swap hands" card? It's not in every version of Uno; when it's played, everyone gives their hand to the person on their left.

Same here, pretty sure this is not in the standard game. I played that thousands of times. But if it is in a spinoff UNO game I can see it being annoying. Similar when you shuffle positions in a board game, it completely breaks everyone's strategy.

Found a little info: Only UNO games released after 2018 have Wild Shuffle Hands cards. While current versions of UNO include 1 Wild Shuffle Hands card in the deck, older copies don't have this card at all.
