It depends on where you get it from. The one you tend to see online is probably from Chef Moto Kichi of Kichi Kichi. His is very runny but if you go somewhere else, it'll probably be a bit stiffer.

omurice isn't really "runny". the appearance is mostly a textural result of the cooking technique. it isn't any more raw or runny than a standard french omelette.
