Depends how many people are supposed to go and what it is. If 50% or more can't make it I see no problem in canceling an event. If it's just some buds hanging out doing nothing then it would just turn into a regular hang out sesh?

Who cares if this is based of your personal experience? It's a hint. If you invite two people to do something, one cancels, and then the second one cancels because of the first, one of those two people didn't want to hang out with you. Expand as necessary on either end.

I'm talking about a situation where a friend group made up of 4 to 6 people cancels a planned hangout just because one or at most two people can't make it.

People are perfectly allowed to hang out even if not everyone in the friend group can hang out at a planned moment I'm really not sure why you'd think anyone disagrees with this.

I don't think it's really normal to be relieved when plans are cancelled no matter how old you are but hey you do you. If I know I will be relieved when plans are cancelled then I just take myself out of the equation prior (in this case the hangout plans).

In my experience it's as others have already stated with the "read the room" vibe. If one or two people are the ones that tend to make the gatherings fun and entertaining then they end up cancelling, it's not really surprising that the others follow suit and just opt to cancel the outing altogether. Very rare for a friend group to be that tight knit, especially the older you get. Usually have a couple great friends, a few good friends, and the rest are recurring background characters. I typically do not want to go out in bigger groups, but there are a few people I'll bite the bullet to go out for if they invite me. If they end up not being able to go out, best believe I'm staying home as well.

You are missing the point. This isn't about others opting to cancel the outing altogether because those that tend to make it fun are absent, it's about them opting to cancel everything because they are afraid that those missing out will get upset at them.
