Personal responsibility is a key component of being a successful adult. Invariably when life gets in the way and someone claims traffic or some other reason for being late shows their level of responsibility. Show up early, get it done, move on.

Where I live they want you 10 min before appointment. I show up appointment time.

Depends on who is paying whom. Is it a work event? I'm a half hour early. Is it someone I am paying for a service? 5 minutes early to 5 minutes late. Deal with it. If I'm expecting you to pay me, I'm ahead of the game every time. If I am paying you, then I'm paying you to wait for me.
