Eating it straight out of the package is gross/taboo, but barely searing the outside somehow makes it delicious? I just don't get it. Harmful bacteria can form on the outside. Not so much inside provided its fresh enough.

That's one of the prerequisites for tartare. Fresh meat that was minced literally moments before it gets sent to the table. No leaving it to sit around so bacteria can grow. It's not any more risky than a blue steak.

Cooking it medium to medium rare retains more vitamins. That's a big reason for some people.

A steak cut doesn't contain many vitamins. The only considerable vitamin would be B12 and the amount loss between medium to well-done won't be considerable. For example, a T-Bone steak is 22.5% protein, 5.5% fat, and 72% water. A 100g steak has around 1.8mg Iron (10% of daily need). And iron is also relatively resistant to heating/cooking. That's one of the reasons why it's terrible to live on a meat-only diet. It has no carbs, no unsaturated fats, no vitamins/minerals, no fiber, no phytochemicals or necessary enzymes.
