The 90% isn't attention seeking behavior, it's just normal social behavior. Attention seeking behavior is the other 10%.

I think it's generally a good idea to try and discourage behavior where the only goal is attention. Yes it's human to crave attention, but we should be trying to set up a system where you have to earn attention by being good at something valuable. We don't care about a musician wanting attention, because there's a fair exchange. They get attention, we get to experience the music. But when people just want to get attention by being loud and obnoxious, there's no fair exchange there. They get attention, and we get annoyed.

You're completely right, it's normal and everyone does it. Anytime I've ever been annoyed or call it out is when the attention seeking is actively taking from someone else. Not just interrupting but taking away someone's chance to shine or share or just their chance to talk. Then it's not OK.
