They are talking about being given the opportunity to make a choice. E.g. you limit the choices you get to make in the future if you don't do any work

Yes, technically you will always have a choice in something that requires you do act in some fashion. The failure to do so might be death, but in theory that is still your choice.

Kind of. But your choices may be heavily coerced. Coercion and certain situations reduce your culpability.

A better way of phrasing the matter is if you squander specific opportunities during high school, then it becomes much harder to reopen those doors later on. Technically it's possible to earn a college degree and then go to medical school after failing ninth grade biology and working as a short order cook for a decade, yet how many people really make that transition?

I would like to choose to be a billionaire. Where do I sign up for that?

Meh I'd say my opinion is even less popular: free will is an illusion and nobody has any free will at any time.

Being over a certain age precludes joining the military, at least in the US and probably most other countries as well.

Because on the macro level, is that your will? Or is it just the formulized reaction to your current state in life? Like theoretically speaking, if you gave a person a certain personality and placed them in a certain scenario, could a computer not easily predict their next actions? Now what if I told that person they were being monitored as an experiment in free will? Knowing that I gave them a contrarian personality, I could likely predict a contrarian course of action to try and be unpredictable.
