most, if not all vehicles are not exact on their speedometer. this is why there's 5 mph buffer. just getting slightly larger or slightly smaller tires will make your speedometer incorrect if it isnt properly reset

If I were to place a number above speeding that represents the risk of texting while driving. I would placing it closer to 30+mph over. Everything is harder to naturally pay attention too and certain signs could be missed while paying attention to the road.

Going 1 over the speed limit and getting a ticket is insane. What if you're going down hill in a 40, and because you're moving down hill the car speeds up you have to brake. You have to feel out how much you have to apply the brake in order to return to your desired speed. Most of the time you WILL go at least 1 over the limit.

This would lead to people paying more attention to the speedometer and not the road or traffic. 1 or even 5mph will most likely not be the difference in life or death. I would wager distractions are the majority cause of accidents at any speed.
