You are completely forgetting to factor in dip mechanics. A steep dip angle increases the possibility of chip fracture. Coming in too shallow results in a surface skim, often necessitating a redip with an already moistened chip, increasing the potential for critical failure. I am of the mind that proper technique can almost always overcome shortcomings in dip integrity and chip strength.
