i think the best compliments are the ones on the effort someone puts into something. couple years back i noticed a guy at my gym, he was fat, like really fat. i kept running into him at the gym for a few months and he was getting noticeably thinner month after month. you could see his confidence was going up, he was taking better care of his hair, beard, clothes etc... i witnessed his glow up for months. im not the most extraverted guy, i dont speak to anyone when i work out. but one day, something just drove me to tell him. so in between his set i walked up to him, and told him that he was killing it, that i had noticed how far he had come in these past months. guys face lit up like a Christmas tree, the pure joy of a complete stranger just walking up to him and "acknowledging" his efforts really made an impact (i think). sometimes a simple compliment can go a long way.

I usually only compliment someone on something I truly noticed, which is usually something people change about themselves! I'd say this opinion is pretty valid, the only people I would compliment on their natural looks would be my SO or maybe someone you only see once ever.

This should be the norm. People have been trying to make this happen. Compliment people on things they do or choose or work for. Don't compliment them on things they can't influence. "You have the most beautiful eyes!" - weirdly invasive but thanks, I got them from my mom, I guess? "That eyeliner makes your eyes pop!" - thank you, I watched a bazillion YouTube tutorials, practiced like the devil to get this line right, and had to track down this specific brand of waterproof liner. I'm flattered someone noticed my efforts

A physical appearance compliment would make me feel better personally for the exact reason you've said: I have no control over it so therefore tend to feel worse about it

You're overthinking this.

The first line of your 2nd paragraph is what you should have put in the title. Current title is not an opinion.

Someone complimented my skin once and asked me how I achieve that. What tf am I supposed to answer to that without sounding cocky? All I do is splash some water in my face in the morning. Someone else complimented my hair, like I just buy some cheap shampoo that I like the smell of and brush them each morning. I don't know how to makeup or how to do my hair. What am I supposed to say other than thanks?

Yeah I was looking like my normal smokin' hot self in a bikini at the beach a couple days ago, and someone complimented my SHOES that were actually BANDAGES on my feet 🤣 because my feet got gruesome huge blood blisters from walking barefoot on the hot sandstone and I still had a mile uphill to walk so the lifeguards bandaged my feet.
