I don't think you understand the saying. It refers to actions and consequences - where even if you meant to do good, bad can come as a result of your actions.

It can, just like good can come of evil intent - but its a lot less likely. Increase the amount of good intentions in the world and the world gets better, guaranteed.

I disagree. Most of the time people who do evil with strong conviction, particularly on a mass scale, do it because they think it's what is best. So we are not talking about rapists here, for example. They know they are evil. But dictators who murder thousands? They usually think it's what's best for their people as a whole.

Many rapists don't see themselves as evil. In prison interviews, many convicted rapists have not considered themselves to be "actual rapists", and think the problem is the their girlfriend shouldn't complain so much.

The road to hell Is paved with good intentions is a warning not a justification. It's the generaly the opposite of the ends justify means. Most people have "good" ends but will do horrible stuff to try to get there and never do.

Mostly agree, but "never" is a strong word. I'd frame it as "good intentions increase the probability of your actions having good consequences", "bad intentions increase the probability of your actions having bad consequences". Which makes sense. Civilization/progress would be impossible if intending to make something happen didn't at all increase the probability of it happening.
