From what I can gather it's like when there's a single dish in the sink and someone gets mad because "Couldn't you see the dishes need to be washed??" The perspective of the person who left it be is likely, "It's one dish. Not worth the effort." The perspective of the other person is likely, "Dishes should be done immediately. There shouldn't be any in the sink." Or a boss telling you, "Find something to do" instead of directly telling you what they want done. And then they get mad when you say you didn't find anything that needs doing and they get mad because you didn't see the most nitpicky thing they think is a problem.

The problem is you can't spoon feed everything to everybody. There is a certain amount of basic knowledge and competency that should be able to be assumed.
