"Watching tennis at Wimbledon" is about as much of a luxury as can be. The organizers should just price the tickets higher, preferably using an auction system. If people want to pay $10,000 for a nosebleed, so be it! Watching tennis isn't a necessity.

I've never been as a visitor but got into the general admission bit for work reasons once and felt exactly the same. Would love to go and watch on Centre Court but would never pay for a ticket to go and watch it on a screen on a hill. Having said that, I did really enjoy watching some of the mixed doubles and wheelchair tennis on the tiny courts.

Maybe the way to do it is to allow the expansion that the NIMBYs have been fighting tooth and nail in spite of the only impact of note being the absence of an already defunct golf club, whilst changing the plans slightly to ensure some of the land is used to create more spaces for match ticket holders, making more space for there to be exclusive stands and bars for ballot ticket holders. As to your point about people attending that won't see a game, for some of these people that's as good as it's going to get and it's an experience for them to be there. In that sense, you're coming off a bit of a prick.
