I like how Fable takes place in the same world, different times yes, but you can see many of the same places throughout the games

A lot of them do. Red Dead Redemption was a massively bigger map than the first game. TES is set in the same world and there is crossover.

Depends on the world. For the same series, sure, if they can pull it off without making it feel stale and it works with the plot. But if it gets to the point where every world from a developer feels like the same old template, regardless of the actual game, it's a problem.

There's a ton you can change. The whole world could be split into rifts so that they're giant sky islands. Death Mountain can be frozen over. The desert can be fully flooded into a water zone instead of just one small section. Volcanos can be erupting in Hedra.

The obvious example of this is The Legend of Zelda: Breath of the wild and Tears of the Kingdom. Reused the whole map but made meaningful changes while also adding an underground and sky area.
