The explanation for this is almost certainly that fascist regimes are more unashamed of appealing to emotion. This is philosophically in keeping with their worldview - and also reflects it. People in democratic countries usually like the idea that they're in charge of the country, and so see gestures of being imposing and powerful from the Government as a bit unnerving and scary, and prefer deliberately bland and inoffensive imagery, and the whole conceit (even if sometimes a bit insincere) that the Government are their servants. With fascist and to an extent other authoritarian regimes, imposition and power is the point. Which is just cooler, in a teenage boy kind of way but that also appeals to other people, too. Especially if you imagine you're one of those in the inner circle, wearing the jackboots.

idk, I've always hated them growing up, they remind me of Ceaușescu's brutal regime. initially they were designed to have all sorts of green recreational areas near them, but as the population grew, the Green faded away to make room for parking lots and now they just look like something from a zombie apocalypse.

It's delegated that way because it's symbolism the audience will understand. The bad guys are displaying their power, status and wealth or at their projection of it. The good guys are the rebels, the resistance, they are everyday people being screwed over by the regime. So that's why their clothing is bland. To signal that's these guys are like us, the ones we should be siding with. Luke Skywalker is meant to look like some poor bloke so this way poor blokes can identify with and feel inspired by him when he ends up being the hero.

You still have a religious festival in Spain where they wear pointed hats. It looks very strange if your familiar with the Klan, but that tradition is older than the US itself, so I don't judge them.
