TNG was also a little unclear on the matter of O'Brien, though. It seems like he's a lieutenant up until he needed to be a non-com for "Family". Of course the Galaxy class is also absurdly spacious for the number of crew it has, so it may just be everyone gets a room because they need to justify having all of that space by filling it with something. Alternately, I don't think we saw O'Brien's quarters until after he married, so maybe most noncoms do share bunks, and O'Brien is just allowed to share Keiko's quarters after they got married.

When I was on ship, enlisted quarters had all the contraband. Can't speak for the officer side.

I think you're right that that's the only way to account for the differences between the ships, but it still leaves open the question of what enlisted ranks quarters on California class ships look like if junior officers sleep in the hallway.

Nope, Starfleet has enlisted ranks. Chief O'Brien started out as enlisted crewman and in DS9 his rank is chief petty officer, a non-commissioned officer below the rank of ensign.
