The Wonka factory officially has no human employees, so labour laws do not apply. The existence of Umpa Lumpas and their employment in the chocolate factory is not known to the public. The only human employees he has drive the trucks and probably operate normally.

Yes but companies in developed countries are required to pass the necessary laws and regulations before opening. The FDA would most certainly refuse to approve the construction of a candy factory that employs non-human workers whose origins are unknown, or without any evidence. They also would have issues with experimental candy that can physically alter people.

I agree, but labour laws wouldn't be the issue as there are technically no labourers. Also, the Wonka factory is in Britain, so the FDA doesn't matter.

I'm focusing on the wonka-vision factory. The cell separating, transmission laser which sends those cells into television. Def involves the FCC, maybe the FAA. And if some asshat wants to point that it happened in Britain, I'm quite sure there are agencies there that serve the same purpose but have a different name. Give us the proper name and move on.

You have never worked at a hospital when the inspectors show up. They announce it over head and you can see the panic on every managers eyes and the scramble to make sure any obvious violations are cleaned up.

OSHA was established just a couple months before Willy Wonka released to theaters. If the film was a documentary, it could have been the first business they shut down for safety infractions.
