not a physicist but you can absolutely throw a wrench faster than a ball sized like a basketball purely due to like, grip. however a wrench does not go appreciably faster than a rock or a baseball thrown by someone who has not trained to throw baseballs.

The problem with this method is how disproportionate the risk when compared to the result. You are running the risk of potentially injuring or even killing someone to make them dodge faster. Also, PTSD is never an advantage. Okay, let's pretend for a second that you won a dodgeball tournament. Is it really worth a lifetime of flinching and jumping in panic every time someone raises their hand in your direction?

PTSD is rarely just flinching at loud noises. It's often a crippling mental disorder.

Like many mental disorders, PTSD is an evolutionarily advantageous response taken to a crippling extent. OCD is verifying things taken to the extreme to soothe anxiety. Anxiety is fight or flight taken to an extreme that makes you freeze and avoid. PTSD is taking that flinch response to avoid the claws coming from the bush to an extreme that is disruptive.

I don't know if it's evolutionarily advantageous, but it's at least not disqualifying. Remember, evolution works on the basis of "good enough". For example, having your windpipe right next to your esophagus is really stupid from a biomechanics perspective, but it's good enough that it works long enough to procreate.

Well they're two entirely different things that behave differently when thrown. And one is teaching you to just fear for your life plain and simple vs the other actually being practice for the game you're training to play. They have nothing to do with each other and don't equate which was the entire point of the joke behind the line in the movie.

Yes my under 15 baseball team won every game because our training sessions were hectic. We were pushed hard and had to train at full speed led by adults. When we came up against other teenagers it seemed so slow.
