Depends on the meat. Steak is safe to cook medium rare, searing kills all the bacteria. Ground beef isnt and needs well done.

Raw is not rare and the differences in foodborne illness between the two when done correctly is negligible. Also, while causation hasn't been confirmed there's a correlation between eating well cooked beef and increased cancer risk.

Even well done doesn't kill prions, might as well enjoy the flavour and go medium rare. Taenia is killed by cooking pork to 145f. Giardia in meat would be a surface contamination and killed by most regular cooking methods, even when cooking to rare; giardia is a bigger concern on raw veg than it is on meat.
