One argument I see from a lot of employers is "if your job can be done remotely then I can just outsource it more cheaply", which is basically a threat. My response is generally along the lines of "if my job can be outsourced then you would have already done it or will do it anyway".

OP did put a pretty big caveat for when commuting should be a part of the job. That being that only when the job can be done remotely Having fully or even mostly remote jobs reduces urbanization

To add to this list, I now have added gas expensive, vehicle maintenance, I'm putting mileage on my vehicle, and more generally I pretty much have to own a vehicle. I'm also running the risk of accident commuting during rush hour just so leadership can see my smiling face in the office to do a job I was successfully doing from home.

I get that, but why just because I need to be there, or I just prefer to be there, does that mean I shouldn't get that pay? So Dave who hates going to work gets paid more for the same work, as me who just prefer to be in the office?

It's a tricky one, commuting used to be part of the deal, but remote work proved it's not always necessary. If the work hasn't changed, but the commute is now back, it's fair to question whether that time should still be unpaid.

It's not a right, but if your job can be done remotely but you are required to do 2h of commuting, this should definitely be the company's responsibility to at least cover it financially. Not necessarily count it as working hours, but it should be taken care of. This was the case pre-COVID for many companies, but this should definitely be the norm. With that said, are there still people going to the office these days? Forgot it was a thing already.
